To answer your question, it is however you maneuver in roleplay. If you roleplay this correctly with immersive intensions and it actually makes sense, it is possible. Now, if you are talking about script wise when you create your character, no you cannot switch your character from civ to a faction member. You'd have to make a whole new character for this.
