Prio doesn’t include instant whitelist, they are two separate purchases.
Whitelist applications aren’t available as of right now and whitelist will have to be purchased.

It is possible to get into the server without having prio.
It comes down to trying to properly connect to the server during restarts, due to the high traffic of players trying to connect as well.
