Is it possible to change from gang member soul to illegal civ ? or do i have to make a new soul. Haven't joined or interacted with any gang yet.

You don't have to get it changed for your roleplay to change, the group doesn't change anything in your roleplay nor stop any awards for happening it just there to enhance the menu and give you a category of roleplay. So, to answer your question, no it is not possible, and you can continue your roleplay on the same character anyway you want.
