Everytime i fly into the city its like im in a ghost town cause i can't see anybody and they can't see me, and this just started happening i was fine at first and i haven't changed anything on my pc. This is the only city i fly in that im having that problem with.
 
I would recommend restarting your pc and the issue should be resolved if not please make another support so we can further assist you, and resetting your cache might be helpful.
